Rutledge, Tennessee - Feb 10, 2005 RUTLEDGE, Tenn. The Tennessee Bureau of Investigation has arrested a Grainger County bail bondsman and a drunken driving suspect, charging them with bribing an officer. James Anthony Grooms and Black Jack Bonding owner Roy Lee Parker were charged with bribery of a public servant and tampering with evidence related to an incident this fall. Grooms was pulled over by Bean Station Police and arrested for his fourth D-U-I. Black Jack Bonding posted his bail. Parker -- a former sheriff deputy in Claiborne County -- was accused of trying to pay off an officer to destroy blood alcohol results from Grooms' arrest. Parker was indicted by a Grand Jury in Grainger County on January 20th. A warrant was later taken out for Grooms' arrest. Both men are currently out on bail.
